Transport Appraisal and Modelling in Scotland (STAG / LATIS) User Group meeting, Tuesday 19 June 2012 – The Lighthouse, Glasgow 

A joint User Group meeting for Transport Appraisal and Modelling in Scotland (STAG / LATIS) has been arranged for Tuesday, 19 June 2012, at The Lighthouse, 11 Mitchell Lane, Glasgow, G1 3NU.  The Lighthouse is around 5 minutes walk from both Glasgow Central Station and Glasgow Queen Street Station.

The 8th annual Scottish Transport Applications and Research (STAR) Conference will be held on Wednesday, 16 May 2012 at The Lighthouse, Glasgow. The conference disseminates current transport research and practice that is relevant and applicable to the transport agenda within Scotland. It is aimed at all transport practitioners including planners, engineers and researchers from both the public and private sectors.

This year, following the Civic Welcome from Glasgow City Council, the Opening Address will be delivered by Keith Brown, MSP, Minister for Housing and Transport. The keynote presentation 'Charging Forward with Electric Vehicles' will be given by Professor Peter Bruce, Wardlaw Professor of Chemistry at the University of St. Andrews, who will be presenting internationally recognised and award winning research into lithium-air battery technology.

The rest of the day will see a number of high quality papers presented on current transport issues at the plenary and themed parallel sessions, with awards presented for the best paper and the best paper by a young professional.

Publication of Development Planning and Management Transport Appraisal Guidance  (DPMTAG)

Analysis of Instantaneous Road Emissions (AIRE)

Transport Scotland is pleased to announce the release of AIRE - Analysis of Instantaneous Road Emissions, the latest Instantaneous Emissions Modelling software for use with traffic microsimulation models. 
AIRE is an ancillary software module specifically designed to post-process the outputs from traffic microsimulation models and calculate vehicle emissions.  AIRE takes outputs from microsimulation models for individual vehicles at each simulated time-step, typically twice a second, and estimates the tailpipe emissions based on their current speed and acceleration.  The module uses detailed Instantaneous Emissions Modelling (IEM) factors derived by TRL using the Passenger car and Heavy Duty Emissions Model (PHEM) developed by the Technical University of Graz.
AIRE can be used to process the detailed, vehicle by vehicle outputs produced by microsimulation models for each simulated time step and provides significantly more disaggregate and detailed emissions estimates compared with traditional, average speed-based methods. AIRE rapidly processes the outputs from multiple simulation runs and produces estimates of the oxides of nitrogen, particulate matter and total carbon that result from the combustion of fuel throughout each simulated vehicle’s journey.

Scottish Trip End Program (STEP)

Transport Scotland has developed a new software application to allow users to derive population, employment, households by car ownership, trip ends and growth factors based on data from the National Transport, Demand and Land Use Models.
STEP has been prepared for transport planning purposes. Specific uses could include informing on policy decisions, obtaining indicators on predicted changes in transport use over time, an indication of modelled trip ends and growth rates to assist in the development and forecasting of other regional and local transport and demand models.
STEP is now available to download free of charge.

7th annual Scottish Transport Applications and Research (STAR) Conference

The 7th annual Scottish Transport Applications and Research (STAR) conference will be held on Thursday, 12 May 2011, at the Glasgow Royal Concert Hall following on from the success of last year’s conference. 
Its purpose is to disseminate current transport research and practice that is relevant and applicable to the transport agenda within Scotland and it is aimed at all transport practitioners including planners, engineers and researchers from both the public and private sectors.
The Keynote Presentation: "What future for transport in Scotland in an age of austerity?” will be presented by Alf Young, journalist and commentator. Plenary sessions include presentations covering a range of subjects including: reductions in journey times and the economy; High Speed Rail; addressing climate change by local transport and low carbon vehicles in Scotland. Delegates will also be able to choose from a further 25 presentations on a range of topics under five parallel themed sessions.

The European Transport Conference 2010
11 – 13 October 2010
The Crown Plaza Hotel, Glasgow
The European Transport Conference, now in its 38th year, will be held for the first time in Glasgow from 11 – 13 October 2010.
The Conference is unique in Europe, attracting around 500 transport practitioners and researchers to a meeting place, where they can find in-depth presentations on policy issues, application, best practice and research findings across a broad spectrum of transport modes.
Plenary speakers include Zoltán Kazatsay, Deputy Director General, Directorate-General for Mobility and Transport, BE, Alan McKinnon, Herriot-Watt University, UK and Sir Moir Lockhead OBE, Deputy Chairman and Chief Executive, First Group Plc, UK.
Delegates can choose to follow a distinct conference theme over the three days or cross between conference themes with complete flexibility to attend any seminar on the programme. The conference covers two main areas:
Transport Policy and Operations; includes seminars of direct relevance to transport planners and engineers with case studies as well as policy development; and

The 6th annual Scottish Transport Applications and Research (STAR) Conference will be held on Wednesday, 24 March 2010 at the Glasgow Royal Concert Hall, following on from the success of last year’s Conference which attracted a record number of delegates.

The Key Note Presentation: "Transport in Difficult Times - Coping with the External Environment" will be presented by Jeremy Peat, Director, the David Hume Institute, and Trustee for Scotland on the BBC Trust. Meeting of the STAG Steering Group and Business as Usual Updates

The STAG Steering Group met on 13 November to discuss ongoing developments and ensure the appraisal guidance remains best practice. The meeting was attended by representatives from Transport Scotland, the wider Scottish Government and by regional stakeholders. A number of issues were discussed and a series of Business As Usual updates agreed in the following areas:
• Updated guidance on the treatment of uncertainty in model forecasting, including formal guidance on the preparation and definition of the do-minimum and reference case;
• New guidance providing a methodology for capturing the embodied carbon emissions associated with construction of transport infrastructure;
• New guidance on the measurement and valuation of journey time reliability;
• New guidance on scheduling costs, particularly relevant in the context of appraising changes to ferry services; and
• Revised guidance on the treatment of Wider Economic Benefits - WB3, increased output in imperfectly competitive markets - for rural transport appraisals.

The Scottish Transport Applications and Research (STAR) Conference has become established as a key transport event in Scotland. The sixth annual Scottish Transport Applications and Research (STAR) Conference will be held on Wednesday, 24 March 2010 at the Glasgow Royal Concert Hall, following on from the success of last year’s Conference which attracted a record number of delegates.
Its purpose is to “disseminate current transport research and practice that is relevant and applicable to the transport agenda within Scotland” and it is aimed at all transport practitioners; including planners, engineers and researchers from both the public and private sectors.
 
A Call for Papers has been published and the deadline for the receipt of Abstracts is Friday, 20 November 2009.

Meeting of the STAG Steering Group and Business as Usual Updates

The STAG Steering Group met on the 5 March 2009 to discuss the ongoing development of the guidance. The meeting was well attended, with representatives from across the Scottish Government and from regional stakeholders. The Steering Group agreed a series of Business as Usual updates to the following areas:
-Introduction of walking and cycling guidance;
-Updates to fuel price forecasts;
-New guidance on the calculation of indirect taxation impacts for rail schemes; and
-Updating the Technical Database to reflect the launch of the new LATIS service.
