1.Minutes of last meeting
Minutes of 22 June meeting were approved without amendment

2.Action Points
AP1. Papers prepared by both ARUP and NR on approach to consultation have been circulated. It was agreed that joint consultation meetings are not possible just now. It may be possible later in the process however and the situation would be revisited. AP cleared.

AP2.SE Major Projects Team, NR and ARUP have now met. AP cleared.

AP3.The first meeting of the future Rail Route Investment Group will be held in early September. This will provide a forum for NR to meet directly with ToC’s and will take a forward look of 5 to 10 years. AP cleared.

AP4.Dates of future meetings have been circulated. AP cleared.

3.SPA Emerging Findings
The draft SPA part 1 report has been received by SE and circulated for comment.

Stefan Sanders gave a presentation to the group on the emerging findings from Part 1 of the SPA. While this provoked discussion there were no major disagreements and the findings were generally welcomed. It was noted how key the assumptions associated with Hunterston and airports were to future growth.

Kenneth Hogg requested that if there are areas where rail delivers well but are as yet unexploited they should be highlighted. It was agreed that this would be explored during the options process.

4.Resource Scenarios
This item has been held over to the next meeting.

5.Progress with the RUS
Nigel Wunsch told the group that the first meting of the RUS Stakeholder Forum had been held that morning. Early feedback indicated that all those who attended found it useful but it was agreed that the process is dependent on input from stakeholders. It is already apparent that there are issues surrounding freight.
