Trunk Roads Management and Maintenance
 
When the estimated value of a scheme falls between £150k and £1million the scheme is tendered - the tender list being drawn up from contractors who have expressed a desire and have a proven capability to carry out such work.

The tender list for works contracts of this scale is compiled from companies who have responded to advertisements in 'Government Opportunities' and 'Contracts Weekly' that are placed annually or are contacted through trade organisations like the Civil Engineering Contractors Association (CECA) and the Association of Public Sector Employees (APSE). 

All projects that have an estimated value over £1million are firstly advertised using the OJEU (Official Journal of the European Union) advertising process before the tender process begins.

Most trunk road works and services are delivered through third parties - in particular through contractors, consultants and the Operating Companies.  Procurement is a key business area and good procurement practice and business relationships are essential to the effective delivery of high quality services to road users.

Procurement of works contracts and consultancy services supports delivery of the Agency's programme of major new trunk road projects.  These contracts are delivered through competitive tender in accordance with EU and UK procurement rules.  Under these rules if the value of a contract is expected to exceed the specified threshold a Contract Notice has to be published in the Official Journal of the European Union (OJEU).  Certain lower value contracts are also advertised in the OJEU. 

Works contracts valued at over £3m are referred to as major projects.  Such projects are usually procured using the design and build type of contract.  The private finance form of contract - Public Private Partnership - is used for certain very large projects which have been assessed for their suitability for delivery by this procurement route.
