Rail
- This final business case has been compiled by Ernst & Young LLP. The Investment Case (Section 1), Management Case (Section 4) and where appropriate the supporting appendixes were prepared by Transport Scotland. The remaining sections were prepared by Ernst & Young LLP.
- In December 2007 Deeside Railway Company Limited submitted an application for an Order under the Light Railways Act 1896. The purpose of the Order is to authorise the construction and maintenance of a railway within the local government area of Aberdeenshire Council.
- In its start up briefing, Transport Scotland, (TS) requested that Jacobs conduct a short sharp review of the current EGIP programme to confirm the current scope and to investigate any alternative solutions that provide similar benefits.
- Under current UK railways’ legislation, the Scottish Ministers are responsible for setting a strategy for rail in Scotland, setting the strategic direction on what outputs should be delivered and setting the level of public expenditure available to support the delivery of those outputs.
- Following the Rail 2014 statement from the Minister for Housing and Transport on 21 June 2012, Scottish Ministers have published their High Level Output Specification (HLOS) and Statement of Funds Available (SoFA). These documents outline what they require the rail industry to achieve in Scotland between 2014-2019 and the public finances which are available to support that.
- In 2014, both the current contract for rail passenger services (ScotRail) and the funding arrangements for Network Rail in Scotland are due to come to an end and new arrangements have to be in place. Between November 2011 and February 2012, we held a consultation which asked rail users and stakeholders to play a part in shaping Scotland's rail services in future. The Minister for Housing and Transport set out how we intend to contract for, and fund, rail services from 2014 to Parliament on 21 June 2012.
