Use of Surpluses Generated from DPE and Non-DPE Activities

Aberdeen City Council

Investment in projects linked to the local transport strategy and road maintenance.

Glasgow

Surplus income is used to assist in the strategic transport management objectives including the expansion of new parking zones and other transport related matters.

Edinburgh Council

Parking income covers operational costs of the Council’s parking enforcement system. Any surplus is used for network management maintenance and improvements, including:

  • Parking lines and signs
  • Park and Ride facilities
  • Supported bus services
  • Road safety initiatives, cycle lanes, and other active travel measures

East Ayrshire Council

Road projects and improvements

East Dunbartonshire Council

Surplus income is invested in strategic priorities and service delivery, including:

  • Safe and stronger communities
  • Planning for growth
  • Road improvements
  • Parking provision to support the local economy and economic development

East Lothian Council

Coastal car park facilities (e.g., toilets).

Falkirk Council

Road improvements.

Perth and Kinross Council

Income is used for car park investment and maintenance. Unused funds are held in the Car Park Trading Account. The 2024/25 overspend, due to new ticket machines and increased bad debt provision, was covered from the Trading Account surplus.

South Ayrshire Council

Surplus used for provision and maintenance of off-street parking. If not required, funds are used for road improvements or public transport services.

South Lanarkshire Council

Surplus income used for services and road improvements.

Stirling Council

The surplus was earmarked and carried forward into 25/26 with the intention of ensuring essential maintenance of car parks is completed.

Angus Council

Nil surplus income.

North Lanarkshire Council

No surplus income generated.

Renfrewshire Council

No surplus income.

Aberdeenshire Council

No surplus; 2024/25 activity involved issuing warning notices while establishing the back-office system. Income and expenditure expected to commence November 2025.
